No, you cannot create new Wechat account without using a phone number. Currrently, you cannot open or create a new WeChat account without phone number.

Previously in year 2016 you can create a new WeChat account using a mobile phone number then you can remove that mobile phone number. After about 14 days or a month (depends how active you are on WeChat) you can remove that mobile phone number easily. This called 'unlink' mobile phone number.

But you will have to link your WeChat to email address first. WeChat will ask you to verify that email address by sending verification link to that email. After that email has been verified then you can remove mobile phone number.

To login into WeChat you will only have to use email address or your WeChat ID. Just in case you forgot your password, WeChat will send verification to your email. No mobile phone number involved.

That mobile number (the one no longer in use in previous account and the one has been removed from a WeChat account) can be used later to create new account.

No, you cannot. Initial registration requires a mobile phone number. Once registered you can then register an email address to use instead of your phone number. That way you can always log in using email or your WeChat ID.
