I feel like I'm doing so many places a disservice by answering this - considering the enormous breadth of cuisine here as well as the vast spread of the city itself, not to mention the definition of 'best'.
In any case here are a couple of suggestions of what the media has suggested are the 'best' of 2011.
So if I had a pot of gold and was interested in visiting these establishments and I paid no regard for those formerly bestowed with glory (e.g. Tetsuyas which I imagine would still be on a number of personal 'best' lists) I would probably go dine at Bilson's, Marque, est. and Quay.
You might notice I included the best new restaurant which was unanimously awarded to Porteno. I would absolutely agree on this one - it's got a great cocktail bar with excellent bar snacks, a great meat-centric menu but it's also got excellent vegetarian options for those who are ok sitting in the middle of what is essentially a giant barbecue.
I don't feel like I can personally comment on any of the other restaurants - as much as I'd probably love to dine at all of them I can't really afford it both financially, psychologically and sartorially (i.e. I'm broke, shy and don't have nice enough clothes!). If I ever get an opportunity to go to any of them I'll report back.

Interesting - Belgian beer cafe, Fish markets, The eight (yum cha), din tai fung, Ananas, Icebergs Dining Room, Felix, Frankies.
