I don’t have WeChat nor an iPad, however I know that companies will often have you sign up for services on their website rather than going through the app to avoid going through apple. While WeChat is a free application, any money made through subscriptions that happens on applications, Apple takes a cut. So there could be something to that, but I am not sure. I would use a secondary device if you own one. Scan the QR code and follow whatever signup that takes you to.
There is a iPad edition of WeChat. And also there is a web version of WeChat, which can work on browser in iPad.
