Construction of the $106 million complex began in February 2018 and it was originally meant to open in June this year.

Labor councillor Linda Scott said she did not want to see ratepayers' money go to waste paying contractors to run a closed pool, arguing that $1 million could cover several upgrades to pocket parks, or a new green space.

"The lord mayor's decision to fund contractors more than $1 million of public money to run a closed pool runs counter to the public interest," she said. "This public pool is long overdue – promised to communities for nearly two decades – yet still not delivered."

Sydney lord mayor Clover Moore said the council had been unable to open the centre in time for Christmas due to a range of issues including the pandemic, which delayed the delivery of essential equipment and pool flooring by up to four months.

She said the council unanimously approved the terms of the centre's operating contract in 2019, which included a pre-opening period for the operator to hire and train staff, purchase and install equipment and ensure the facility was safe and ready for the public.

"It is disappointing that a councillor who approved the operational contract would now seek to mislead the community about the cost and time needed to finish construction and open the centre safely," she said.

"We are also working to create 40 new parks and playgrounds in the Green Square area – it is not a choice between the pool or new parks and green space."

But Cr Scott said the period that the council was paying the contractor to run a closed pool had lengthened because of the delayed opening, and contract variations could have been sought.

The cost of building the complex is forecast to total $106.5 million, about $3.64 million higher than the budget the council approved in October 2017. The council blamed the increase on changes to the project's scope and timeframe over the past three years.

With the population in nearby suburbs soaring, about 470,000 visits to the centre are forecast to be made in the first year, rising to 680,000 in the third year.

The Green Square precinct, which spans the suburbs of Beaconsfield and Zetland, and parts of Rosebery, Alexandria and Waterloo, is set to become the most densely populated part of Australia by 2030.
